Terminal servers will not automatically discover license servers running in domain mode that are running on non-domain controllers.
However, if you install the licensing server in Enterprise mode, terminal servers WILL automatically discover any license server, even if they are running on member servers. Ditto to what Stash said. I have Win2k3 Terminal Licensing running on a Compaq Evo desktop that is loaded as a 2k3 server, sitting right behind me. I assure you, that machine is not a Domain controller!
