Note: Internet Explorer Language Packs began showing up as separate downloads a year or two after Windows Vista was released. I suspect this was due to a European Commission ruling requiring more separation between the system and IE, but by the time you read this Microsoft may have negotiated a way to combine the downloads again.
To hide the rest of the Language Packs so that these downloads do not appear every time Windows Update is run, right-click on each pack and select "Hide update" one at a time. You can bring these back by clicking "Restore hidden updates" in the left column of the previous screen in Windows Update anytime:. Switching between languages is simple process.
Open the Region and Language control panel, where you will now find this drop-down menu:. Select a display language, click "OK", and then log out and log back in to complete the change. You should already be able to read and type Chinese in any version of Windows 7 or Vista. You usually don't even need a Language Pack to display Chinese filenames, unless the files were created by someone using an older language pack or localized system.
Simply use a program called Vistalizator. As you can tell from the name, the program was developed for Vista but is now fully updated and compatible with Windows 7 Service Pack 1, including bit and bit versions.
You need to download the language pack that you want to install. Although there are separate versions for different Windows service packs, the latest MUI pack is backwards compatible.

Once Vistalizator has finished processing the file, click the Install language button. There is an option to perform an Express install which is faster but less compatible than the recommended Internal method.
Installation will take a few minutes. The program will then ask if you want to switch to the new language after the install is complete. If you choose not to, simply click on the newly installed Language in the window and press Change language at a later time. Restarting your computer is required after every change. Do note that if ever you want to change the language in future, it has to be done through this program, not Control Panel.
